Each lock opens on a condition the program can verify by itself. No oracle decides and no vote is taken. The counters live in the state account and anyone can read them. Thresholds are fixed at genesis and the pattern is deliberate: the early doors ask for attention, the middle doors ask for time, and the late doors ask for both at once. The twelfth row is left as it is.
